Project Description

Asian Terminals Incorporated (ATI) commissioned Cullen Grummitt & Roe to prepare a four-stage Master Plan for general cargo and containerised cargo for the South Harbour Terminal, Port of Manila.

The objective of the Port Master Plan was to establish a development framework for the South Harbour for the next ten years to ensure adequate provision of port facilities to meet the forecast cargo demand.

Cullen Grummitt & Roe analysed all projected trade data for general cargo and container traffic through the port. In conjunction with ATI and the Philippine Ports Authority, a master plan was prepared in four phases:

  • Phase 1 – Minimum term plan: 6 months
  • Phase 2 – Short term plan: 6 months – 2 years
  • Phase 3 – Medium term plan: 2-5 years
  • Phase 4 – Long term plan: 5-10 years


The Master Plan study included the consideration of berth occupancy rates, port operation practices, port facility productivity, navigation requirements and reclamation, internal and external port traffic, budget estimation and project programming.
